At TLC Fostering, we understand that deciding to become a foster parent is a big and important step. That’s why we aim to make our application process clear, supportive and informative from the very beginning. Our goal is not only to assess your suitability, but also to ensure you feel confident, prepared and fully supported as you begin your fostering journey.

The Application Process for Fostering
How this process works
01
Initial Enquiry
Your journey starts with a simple enquiry. Whether you contact us online, by phone or at an event, one of our friendly team members will be in touch to have an informal conversation. This is your opportunity to ask questions, learn more about fostering with TLC and explore whether it’s the right path for you.
02
Initial Discussion & Home Visit
If you decide to move forward, we’ll arrange an initial visit to your home. This is a relaxed and informal meeting where we get to know you, your household and your motivations for fostering. It’s also a chance for you to understand more about the role, the children we support and the level of commitment involved.
03
Application & Assessment
Your formal application will then begin, which is carried out in two stages.
Stage One includes background and safeguarding checks, such as an enhanced DBS check, GP medical checks, employment references and other assessments to help ensure children’s safety and wellbeing.
Stage Two is a more detailed assessment with a social worker, who will visit regularly to understand your life, experience, strengths and support network, while helping you prepare for fostering.
04
Training & Preparation
As part of the process, you will attend pre-approval training (often referred to as “Skills to Foster”). This training is designed to prepare you for the realities of fostering, particularly when supporting children with additional or complex needs. It also gives you the opportunity to meet other prospective foster carers and begin building your support network.
05
Fostering Panel
Once your assessment is complete, a detailed report is presented to an independent fostering panel. The panel is made up of experienced professionals who review your application and make a recommendation about your approval as a foster carer.
While this may sound formal, your supervising social worker (SSW) will support you throughout and help you feel fully prepared.
06
Approval & Matching
Following a positive panel recommendation, a final decision is made, and you will be formally approved as a TLC foster carer. From here, we begin the matching process carefully identifying children or young people whose needs align with your skills, experience and home environment.
